You can literally be gay in every Fallout game (well, not Tactics). I would be surprised as hell if the one they just announced would not have those traits available. That would be cringe as fuck, too.

Tactics doesn’t really have the RPG parts. There’s no romancing or anything at all. It’s pretty much just combat. You don’t even have a singular PC. Other than your first party, you get random recruits to do with what you want kinda like Xcom.

Yeah I am not sure about Tactics but every other game gives you that option
