The definitions are related to the devices themselves, not their function. A jack is portable. A lift is a vehicle or other heavy machinery. It has absolutely nothing to do with stacking.
But… Pallet jacks do lift a pallet. Just only by a few inches. And they have forks.
Just like a car jack vs a lift, lift implies you stack stuff.
Also, anyone can use a pallet jack, or electric jacks. Anything ride on usually needs licensing though.
