What happened is that he made the biggest threat he could (using nukes) and that still didn’t work (perhaps he was planning to go with it and military refused? That firing of generals including one chaplain is suspicious) so he TACOd and to still claim a victory he now tries to play that he is actually on Iranian side of this war.
If anything it should be a joint venture between Iran and Oman, the country on the other side of the strait that’s mostly getting ignored in all this.

Actually Iran offered Oman to charge on the toll as well and had I think offered some specific options for split.
Oman did not like the idea of angering the other countries as much and might regret it, since I think Iran will end up charging ships.
