Tow their vehicles for impeding the road, and ask for an ID to prove ownership of the vehicle to get it out of impound.
And if it’s a rental, assume it’s fraudulent or stolen until the rental company can get back to them within 5-7 business days
Or smash the car as soon as possible and claim you didn’t see the order. You know. Ice-style.
