Just read the article and it was more that Bad Bunny has been avoiding playing a lot of shows in the US due to the possibility of ICE targeting his audience, and this seems to be ICE confirming that’s their jam and they will do it.
Edit: but also, yes, the govt doesn’t know and they are 100% just going after people that “look Mexican” in places where ICE is concentrated.

The Superbowl is a highly televised event where tickets cost hundreds of dollars. Not too many people who don’t have good lawyers can even get tickets, so he’s not nearly as afraid of people being arrested there.
