A U.S. federal judge ruled that the Trump administration broke the law by attempting to cut FEMA's workforce in half and ending disaster reservist contracts.
In a related decision, Judge Illston criticized FEMA and Homeland Security officials for using the Signal messaging app on personal phones to discuss the workforce cuts and deleting the text records. The judge said she will presume that the deleted messages contained evidence showing the government acted unlawfully.
