Honestly, fuck people who act recklessly with dangerous machines on public roads. It should just be an automatic, permanent loss of the privilege of driving, but people have tied cars to freedom so deeply that losing your licence for abuse is unthinkable. Not to mention that the entire automobile and oil industries would never allow it.
