Option 2 is to collect identification from all TikTok users. Do you want TikTok to know your actual name? Do you want TikTok to have your government-issued ID stored somewhere so it can be taken in a data breach?
How about the fact it’s primarily used by kids?
Block kids from viewing TikTok then?
You don’t censor the whole Internet to keep the kids safe. You block the kids and keep the internet uncensored.
