A couple years ago in the US, they switched from largely paper-based driver logging and random checks to an all-electronic tracking system, which was much more difficult to fake. Basically overnight, every rest stop and free truck parking area was jam-packed, and states have had to expand them since. It’s important to note that nothing about the rest requirements actually changed, just how they were enforced. So, logically, before the electronic logging, a large number of truckers were just flagrantly ignoring the law, and it became evident after the fact.

I wonder if there’s a name for that kind of phenomena.
