There is no secret group of rich people voting what to do next. Individual assholes is all it takes. Also, people doing this do not need to be wealthy at all. This is often a way into power.

Both actually. The reason is that more innocent people are at risk due to this. Sure, mostly ICE is to blame. But the innocent person still risks the lives of other innocent people when doing this. I understand the logic behind it, but it still feels odd to see more innocent people at risk.
