I would also recommend Say Nothing though I don’t know if that counts as “non-US” because while the series is set in Northern Ireland and stars an Irish and British cast it is still US produced.
I really enjoyed Kleo - a German nostalgia show about an ex-stasi assassin dealing with the aftermath of the fall of the Berlin wall in the early 90s. 2 seasons are available on Netflix.
