A river gun might be the kind of dangerous you’re thinking of, but not river ammo. Many may fail to fire, but that’s about it.
Worst case here would be a squib load, where the primer ignites, but not all of the power burns, and the bullet doesn’t make it out of the barrel. This isnt dangerous in and of itself. But, if the shooter fails to notice and attempts to fire another round with the barrel still obstructed, then we’re in “break the gun, hurt your fingers” territory.
